CAT4 On-line Service Report (OSR) (2013) Quick Reference Guide 4.0.3

 

Introduction

The OSR Data Collection Instrument defines the indicators that are to be submitted.

A subset of these indicators can be automatically extracted by CAT from the practice clinical systems.

These are:

Not all clinical systems will have all the data items required for all indicators. The indicators that can be calculated for Medical Director (MD), Best Practice (BP) and Communicare are listed on the following page of this guide.

The CAT OSR module is available in CAT Version 3 and higher, for clinical systems where the CAT data extract meets the CAT data specifications version 1_15 or higher Communicare: is available with CAT data specifications version v1_12 and Communicare v13.2 and above.
. The module provides:

  • The indicator report
  • Supporting graphs which allow the indicators to be verified


The OSR Report displays data for all clients, including archived and deceased, who have had a contact in the last 12 months.

MBS Item Indicators in the report (indicators CS-4 and MCH-1) are available where the clinical and billing systems are provided by the same vendor or are supported by CAT.|

About this Guide

This guide provides a description of each indicator in the report. The 'CAT User Guide Appendices Data Mappings' provides an explanation of where

most of the data items are collected from in each clinical system. This guide provides any additional explanations required and details of any calculations used.

Notes:
1) A contact is any progress note that is not marked as a non-visit Contact types (such as residential, groups, administration and transport) are not flagged in MD and BP
2) An episode of care is one or more contacts (with the same clinical reason) by a client with one or more health workers on the same calendar day.

It is not possible to accurately determine the clinical reason in MD and BP, hence all contacts on the same calendar day are deemed an episode.
3) Reporting includes inactive/archived patients and deceased patients The patients included in the extract will be indicated at the top of the report.

The Report is available under Standard Reports > Indicator Sets

A Report button Hide/Show Zero Rows can be used to help services condense the report and view only indicators that contain data.

The number of episodes of care provided to clients in the last 12 months.
Excludes residential care, groups, administration and transport-only contacts.

The count is disaggregated by:

How to verify patients with episodes using CAT

In the CAT filters > Patient Status tab >

Archived and Deceased checkboxes ticked if available and Recalculate

In the CAT graphs open the Visits > Episode Count tab
This tab displays the episode count for the last 12 months.

The total episode count is displayed as a sub-heading and will match the total count in the OSR Report table CS-1
Select all segments except the '0 episode segment'
Click Export
The Reidentify Report provides columns for Episode Count, Indigenous Status (ATSI Status) and Gender (Sex).

This report can be exported to Excel and sorted by Indigenous Status and Gender to verify the disaggregated totals.

 

CS-2 Contacts by worker type

The number of contacts provided to clients in the last 12 months for each worker type Worker type mappings for Medical Director (MD), Best Practice (BP) and Communicare are provided in the Appendix at the end of this guide
.
Excludes residential care, groups and administration contacts. Transport-only contacts are itemised.

How to verify patients with contacts by worker type using CAT

In the CAT filters > Patient Status tab > Archived and Deceased checkboxes ticked if available and Recalculate

In the CAT graphs open the Visits > Contacts by OSR Worker Type tab
This tab displays the number of patients with a specific worker type contact in the last 12 months.
Tick the 'Select All' checkbox
Click Worksheet
The Reidentify Worksheet provides the number of contacts each patient has had with each worker type. It also provides columns for Indigenous Status (ATSI Status) and Gender (Sex). This worksheet can be exported to Excel and sorted by Indigenous Status and Gender to verify the disaggregated totals.

CS-3a Individual Clients

The number of individual clients with a contact in the last 12 months.
Excludes clients with only a group, administration or transport-only contact(s). It is unlikely that a patient will have a residential contact without some other contact, hence the client population for CS-1 and CS-3 is the same.

Indigenous status: ATSI, Non-ATSI, Unknown
Gender: Male, Female, Not Recorded

How to verify individual patients with a contact using CAT

In the CAT filters > Patient Status tab > Archived and Deceased checkboxes ticked if available and Recalculate

In the CAT graphs open the Visits > Episode Count tab
This tab displays the episode count for the last 12 months. Any patient that has had 1 or more episodes in the last 12 months is a patient with a contact in the last 12 months.
Select all segments except the '0 episode segment'
Click Export
The Reidentify Report will display the patient count for all segments where an episode exists. The report provides columns for Indigenous Status (ATSI Status) and Gender (Sex). This report can be exported to Excel and sorted by Indigenous Status and Gender to verify the disaggregated totals.


CS-4 Clinical Activities - Number of Health Checks (MBS 715) and GPMP (MBS 721)

The number of clinical activities recorded in the last 12 months:
MBS Item 715 (Indigenous Health Check) for age >= 25
Alternate Indigenous Health Check for age >= 25
MBS Item 721 (GP Chronic Disease MP)
Alternate Chronic Disease MP

How to verify patients with a clinical activity in the last 12 months using CAT

MBS 715

In the CAT filters set the following:
General tab > enter
Ethnicity Status – tick relevant checkbox
Start Age = 25
Patient Status tab > Archived and Deceased checkboxes ticked if available
Results tab > select results "<=12 mths"

Click Recalculate

In the CAT graphs open the MBS Item > Count tab
Select all "715" bars
Click Export

MBS 721

In the CAT filters set the following:
General tab > enter
Ethnicity Status – tick relevant checkbox

Patient Status tab > Archived and Deceased checkboxes ticked if available
Results tab > select results "<=12 mths"

Click Recalculate

This tab displays the antenatal visit count for the last 12 months (this includes mothers whether or not they have given birth).

B. The total antenatal visit count for each patient is provided in the reidentify report

The Reidentify Report provides columns for Antenatal Count and Indigenous Status (ATSI Status). This report can be sorted by Indigenous Status or exported to Excel and sorted by Indigenous Status to verify the disaggregated totals.

MCH-3 Group Activities

Communicare only

The number of group sessions run for antenatal and maternal group activities.

The group activities are:
Antenatal
Maternal and baby/child health groups
Parenting and parenting skills groups
Other

This indicator is extracted at the practice level as a whole count from Communicare for each group session that has been set up. The group session names are mapped to the above categories by matching words in the session name as follows:
