A child is counted as being fully immunised if they have no overdue 'immunisation' recalls and no overdue 'immunisation review' recalls, or a completed 'immunisation review', that occurred before or on the reference date, appropriate to the child's age as of the reference date, as per the table below. This logic was taken from the H4L version 3.3 specification (March 2009)
